A tool holder locates in the spindle on its taper contact surface. Deposits and oil residue on that surface can stop it from seating fully, and can be carried into the spindle taper at every tool change.
The TKTM-300T brushes those residues off. As stated in the catalogue, the aim is to prevent the runout they can cause on cutting tools and to protect tool life.

Press START; watch the brushes work through the clear guard.
When the time is up the motion stops. Take the holder out and check the taper.
